What is CABYS?
The Catalog of Goods and Services (CABYS) is the official system the Costa Rica Ministry of Finance uses to classify every product and service sold in the country. Each item has a unique 13-digit code and an associated VAT rate.
Every electronic invoice must include the correct CABYS code on each line. If it’s wrong, Hacienda rejects the receipt.
Why does nobody understand CABYS?
Because the catalog has more than 13,000 entries and the official search doesn’t understand synonyms or plain language. If you search "haircut" you get nothing — you have to know it’s called "Hairdressing services". This tool fixes that: we translate what you say into what Hacienda understands.
VAT rates in Costa Rica
- 13% — Standard rate (most goods and services)
- 4% — Private health services, airline tickets
- 2% — Medicines, personal insurance premiums
- 1% — Basic-basket taxable products
- 0% — Exempt: private education, books, residential water, certain medical services
